The Zoning Officer for Barrett Township, Pennsylvania, is responsible for ensuring compliance with the township’s zoning ordinances and property maintenance codes. This role involves enforcing regulations related to land use, property maintenance, and other township codes. The officer will work closely with residents, developers, contractors, and township officials to maintain the health, safety, and welfare of the community by ensuring that all properties adhere to local, state, and federal regulations.
Key Responsibilities:
Zoning Permit Processing:
Review and process zoning permit applications to ensure that proposed land uses and developments comply with township zoning ordinances.
Issue zoning permits and maintain accurate records of all zoning-related activities.
Provide guidance to applicants regarding zoning requirements, including land use classifications, setbacks, lot coverage, and other zoning regulations.
Inspection and Compliance:
Conduct field inspections to verify compliance with zoning ordinances, ensuring proper land use, building setbacks, and adherence to approved plans.
Investigate and respond to zoning complaints and violations, working with property owners to resolve issues.
Issue violation notices, stop-work orders, and initiate enforcement actions when necessary to address zoning infractions.
Zoning Board Interaction:
Prepare reports, documents, and evidence for presentation to the Zoning Hearing Board.
Provide testimony and support during zoning hearings as required.
Collaborate with the Planning Commission on zoning ordinance amendments and updates.
Community Engagement:
Engage with the community to inform residents and property owners about zoning regulations and township planning efforts.
Serve as a resource for residents, developers, and contractors regarding land use planning and zoning regulations.
Property Maintenance Enforcement:
Enforce property maintenance codes, ensuring that properties are kept in a safe and sanitary condition.
Respond to and investigate complaints related to property maintenance issues, such as overgrown vegetation, trash accumulation, and unsafe structures.
Issue notices of violation and take corrective actions to bring properties into compliance.
Enforcement and Legal Action:
Work with property owners to resolve code violations through education, negotiation, and, when necessary, enforcement actions.
Issue citations, fines, and enforcement orders in accordance with township ordinances and state laws.
Prepare and present cases for legal action when compliance is not achieved.
Public Education and Outreach:
Educate the public, developers, and contractors about property maintenance standards, zoning regulations, and best practices.
Attend public meetings to provide information and updates on codes enforcement activities and regulations.
Subdivision/Land Development Application Processing
Managing applications through process with both Barrett Township and Monroe County Planning Commissions.
Qualifications:
Education: High school diploma or equivalent required. An associate’s or bachelor’s degree in land use planning, public administration, or a related field is preferred.
Certification: Zoning Officer certification is preferred.
Experience: Minimum of 2 years of experience in codes enforcement, zoning administration, land use planning, or a related field. Experience in a municipal government setting is preferred.
Knowledge: Strong understanding of township zoning ordinances, property maintenance codes, and the Pennsylvania Municipalities Planning Code (MPC).
Skills: Excellent organizational, communication, and interpersonal skills. Ability to read and interpret zoning maps, site plans, and code books. Proficiency in Microsoft Office Suite and GIS software is preferred.
Physical Requirements: Ability to conduct site visits and inspections in various weather conditions and terrains. Must be able to lift up to 25 pounds and navigate construction sites.
Licensing: Valid Pennsylvania driver’s license with a clean driving record.
Working Conditions:
Primarily works in an office setting with regular fieldwork required for site inspections and investigations.
May need to attend evening meetings, including township meetings, Zoning Hearing Board meetings, and other relevant gatherings.
Must be available for emergency response to code violations or zoning issues as needed.
