East Cocalico Township (population 10,900), Lancaster County, seeks an experienced leader to serve as its Assistant Township Manager. The Assistant Township Manager will work closely with the Township Manager to manage day-to-day operations. Candidates should possess (1) three or more years of substantive experience in local government or equivalent leadership experience; (2) an understanding of modern local government management; (3) an understanding of finance and budgeting; (4) knowledge of land development, and (5) exceptional interpersonal and communication skills. A bachelor’s degree is required, and a master’s degree in public or business administration is preferred. Starting salary to be based on experience and qualifications. East Cocalico is a Township of the Second Class, governed by a three-person Board of Supervisors. Supervisors are elected at large for six-year terms. One supervisor is elected every two years for a six-year term.
The Township has a Planning Commission consisting of seven members appointed by the Board of Supervisors, responsible for guiding the Township’s policy on growth and preparation, the direction of the Zoning Ordinance, and the review of subdivisions or land developments submitted to East Cocalico Township.
In addition, the East Cocalico Township Authority, appointed by the Board of Supervisors, is a nine-member Authority responsible for the supply of potable water and the collection and treatment of sewage.
A three-member Zoning Hearing Board, appointed by the Board of Supervisors, interprets provisions of the Zoning Ordinance when necessary and hears appeals from Township residents.
There is a Township Manager and an Authority Manager. The Township retains a Solicitor and Municipal Engineers. The East Cocalico Township Office is located on Hill Road and houses the administrative offices, the East Cocalico Authority offices, and the East Cocalico Township Polic...e Force (the Police provide services not only to East Cocalico Township, but also to residents of Denver Borough).
